Location of Kindle Arrow - Guild Wars Forums

I searched forum - looking for a thread on this. They said goto Ice Tooth Cave. So i go there...... AND ITS NOT THERE

So any idea's where it is? (Pre-Forge if possible)

I got mine from Grendich Courthouse, its a short distance from Nolani, slightly longer if you go from piken, but not that much.
